Subject:War letter with stamp and envelope

Help to read this war letter I was told it is. I see its a Korean stamp, but is the writing Chinese??

Letter addressed to;
Seoul City, Deoksugung Seokjojeon (Stone Hall)
International Korean Committee

Deoksugung is the name of walled compound of palaces in Soeul
Stone Hall became the site of US-Soviet Coopertion Committee which decided the independence method of the Korean Peninsula, from 1946 to 1947.

The enclosed letter to the International Korean Committee welcomes the election of Rhee Syngman
as president in the hope that his government would complet the earliest reunification of the Korean peninsula.

It is an example of Korean mixed script (Chinese characters "Hanja" with the Korean alphabet "Hangul". This style of writing, in competition
with Hangul only, continued as a formal written version of Korean for the rest of 20th century.

Hi Nagy
I wonder, this is no war letter but a letter to the korean committe where he is saying, welcome as president and so on. But the war was from 1950 to 53, so the letter could be sent when Syngman was selected in 1948 perhaps?? Are there any sender information??

Dear Steen,

I think the writer of the letter wanted to say that he welcomed the election of R. Syngman to the president (of the S. Korean Interim Legislative Assembly - Dec.1946) I assume that in this capacity R. Syngman took part in the work of the said Comittee.
On March 12. 1947 President Truman announced his doctrine which practically called off the existence of US-Soviet Cooperation Committee (Sept.17. 1947)

The meetings of the US Soviet Cooperation Committee,
1st, March 20 - May 6 1946
2nd, May 21 - Sept. 17 1947

Logically thinking this letter could have been sent during the 2nd meeting.

As of the partition of the Korean peninsula on the 38th parallel was offered by Dean Rusk and Colonel
Charles H. Bonesteel on August 10-11. 1945 and shortly after it was accepted by the Soviets. (The US. forces at that time were still in Okinawa)

The sender of the letter,
Ri Sam-man (Mr.) South Gyeongsang Province, Ulsan County, Ha-Myeongmyong Village
