Dear Steen,
I think the writer of the letter wanted to say that he welcomed the election of R. Syngman to the president (of the S. Korean Interim Legislative Assembly - Dec.1946) I assume that in this capacity R. Syngman took part in the work of the said Comittee.
On March 12. 1947 President Truman announced his doctrine which practically called off the existence of US-Soviet Cooperation Committee (Sept.17. 1947)
The meetings of the US Soviet Cooperation Committee,
1st, March 20 - May 6 1946
2nd, May 21 - Sept. 17 1947
Logically thinking this letter could have been sent during the 2nd meeting.
As of the partition of the Korean peninsula on the 38th parallel was offered by Dean Rusk and Colonel
Charles H. Bonesteel on August 10-11. 1945 and shortly after it was accepted by the Soviets. (The US. forces at that time were still in Okinawa)
