I found this article about the presence of japanese migrant in Vietnam beginning in 1880 :

A decree of 20 August 1913 officially established the status of Japanese migrants in the “European and assimilated” category17. However, this decree was imposed by France on Indochina, because it was the Colonial Minister who forced Governor General Albert Sarraut to establish this clarification legally. In the European climate of the time, France could no longer afford to neglect the sensitivity of a potential ally.
This change is not the result of a wish of the Indochinese government: between the 1890s and the 1913 decree, the Indochinese and legal “race war”. On the one hand, French colonial power is fighting to safeguard the established order of its domination, on the other Japan fights for its image and its status as a people “civilized”. The Japanese government has repeatedly complained of the situation18, especially since in the other Western colonies the Japanese are officially classified as 'Europeans'.
However, it seems to us that these requests are not made to improve the situation of the migrant population, but to formalize a certain image of Japan, because the rights relating to the category
“Europeans and assimilated” in colonial Vietnam are, in some respects, more limited than those in the “Foreign Asians” category. Moreover, the Japanese government’s first request for information on its nationals in colonial Vietnam dates back to 1912, long after the debate between the two governments began.

I have two paintings on silk where we can see Fuji month, so I think they are japanese,
For me they are around 1920/1930, they come at the time Vietnam was called Indochine,
And I have these 2 photos, certainly japanese women in Saigon, they come from someone who lived in Indochine and are certainly from 1920,
I'll post them after,

These hand-colored photographs were taken in Japan. Japanese ladies on jinrikshas are enjoying cherry blossom. There are no cherry trees in Vietnam.
From early 2oth century.

The photos were belonging to a french colon living in Vietnam, he certainly has been to Japan, I bought it from a seller,
