Signature,
許山　辛島朗　-　Xu Shan - Surname and given name -
Xindao-lang (Gentleman of Xindao Island) - Art-name　or title
Seal beneath the wheel,
許山　-　Xu Shan - Surname and given name of artist

Upper seal,
島眼並朗　- Eye of the island and gentleman
(Gentleman: （朗）title of the lowest court rank)
Lower - leisure seal,
島須子潤　-　Children should benefit from the island

Xu Shan 許山　（Year of birth and death unkown)
Qing dynasty painter and poet. Native of Changshu, Jiangsu Province. Served as outside staff for the Ministry of War.　Was a gongbi (metaculous) painter. Painted utumn insects, ill butterflies, cycadas etc. He was not interested in his official carreer.

Can I find out more about this artist? Google (in English) doesn't offer up much about him.
