Appears not to be an artist's name, but possibly a studio seal, reading from right to left as 'Qing Qi' (清氣), with a literal meaning of 'Clean Air' or 'Pure Air', and translatable as a 'Pure life force', among other meanings. I also found the term in the names of 'halls' (Zhai - 齋) where Buddhists and Daoists go to practice fasting.
My resources on graphic artists are limited, but perhaps I. Nagy has other information.
