The book 'Chinese Export Porcelain Standard Patterns & Forms 1780-1880', by Herbert, Peter and Nancy Schiffer, shows gradated set of such round canisters that vary in size from 1.5 to three inches tall. The authors also add to their captions, 'You never know when you will find a bigger or smaller one to extend your collection.'

I have a few miniature items in the rose medallion pattern, one being a tiny creamer with a 'CHINA' mark. The figural painting style on these pieces is fairly devolved from the late 19th century heyday of rose medallion exports. This makes me think that they and your canister in a purely floral pattern probably date to circa the first quarter of the 20th century or somewhat later. As to what their use might have been, dollhouse accoutrements always come to mind, but the smallest I suppose also could have held medicinal items such as lip balm, or pins, buttons and anything else small that someone needed to tidy up.
