Subject:Chinese Painting

Hello all,
I hope everyone is safe and well.
I would like to know if anyone can provide me with any information about this painting I recently bought. I know, or at least I think I know, that it is 20th C. If anyone can provide a translation of the calligraphy I would really appreciate it. The seal seems to have been smudged; so I know it may not be translatable. The painting is 28" by 18.5".

Unfortunately, I can't decipher the signature.
Normally the seal could help, but in this case it is
illegibly smudged.
