Dear Sarah,
You could have really save me from a longer headache in reading (mistakenly) the second character in the signature. 旌 and 雄 in cursive script are not far from each other - let's say they are the same.
The artist is Japanese.
Thus the signature and seal reads correctly,
隆雄 - Takaō
Itō Takaō 伊東隆雄 1928-
According to the short biography you provided,
Born in 1928 in Toyohashi
From 1952 learned painting from Nakamura Gakuryō
in the Soyasha Art School (run by Nakamura)
Exhibited at the 6th,8th and 11th Nitten
In 1961 set up an independent artist group called
Hakushikai
I found his name and 5 seal prints in the "The Collection of Contemporary Japanese Famous Maters' Signatures and Seals" Kashiwa Shobō p.37 (現代名家落款印譜集成 - 柏書房)
