The mark reads down and across from the right as 'Made during the Qing Dynasty' (大清年製 - Da qing nian zhi). You don't show enough of the rest of the vase to support an accurate estimate of when it was made, but I'd guess from the foot rim and whiteness of glaze that it may be a late Chinese Republic period (1912-49) or subsequent product.
