The four-character zhuanshu seal-script mark, when flipped about three quarters of a turn to the right, reads from the top right down and across (here in kaishu standard script) as 'Tongzhi nian zhi' (同知年製), 'Made during the Tonggzhi reign' (1862-74). However, the decoration, especially the chickens, displays none of the precision found on export wares of the Tongzhi period or following two Qing reigns and early Republic (1912-49). This suggests a date of manufacture circa the late Republic to mid-century or somewhat later. Below is an example of what I believe is one of a pair of mark & period Tongzhi-reign examples of the pattern for comparison. They have faint incised marks of 'CHINA' added above the red stamped marks to facilitate export after 1890.
