Bowls and other ceramic items clad in a silvery metal like yours have been made in China for the curio market since at least the mid-20th century, and a few of them I've seen might have been somewhat earlier. The patterns are usually laid down using transfers prints and/or stamps, with some of the colors apparently brushed on by hand. I believe your bowl probably dates to the early People's Republic, which period began in 1949.

Below is a link to a previous related thread and a picture of a teapot of mine with similar cladding. The mark on yours (shown upside down) appears to end in the character for silver (Yin - 銀). The first character is deformed enough to evade me. Poorly stamped marks seem to be characteristic of this maker, who may be in Hong Kong. If the metal is silver, it seems to be quite a low grade.
