The inscription is a kind of correspondence.
I suppose it's a postcard.
It reads,
僕もトント知らんので
一 その僻行った事あるし、
電話で済れたト
神戸市兵庫
西尻池村苅藻通
一・二六
との返事でした
存、九月に
すず彦
I completely don't know either,
- once I have gone to that remote place,
though you may call him on the phone.

The inscription is written in typical Meiji era orthographic style.
