Subject:Help identify artist and subject matter of very large scroll

Hi,
Could someone provide any information about the artist and subject matter of this scroll. It's very long but I could only post three pics. I hope they will help with identity. Thank you in advance!

Signature,
師曾陳衡恪冩　-　Painted by Shizeng Chen Hengke
Seal under the signature,
師曽　-　Shizeng
Large round seal on the top,
乾隆御覧之寶　-　Treasure seen by the Emperor Qianlong - (Fake seal)

Chen Hengke 陳衡恪　1876-1923, Shizeng 師曾
courtesy name
Guohua painter from Shanghai

After this, I don't think anyone would believe that this was seen by Emperor Qianlong who died in 1795.
Would be interesting to see the title of the scroll - because this is not the style of Chen Hengke.

Thank you for the information. I attached a pic of the beginning of the scroll as well as a closer pic of the dignitaries. I hope it will provide further information.

Title,
開元盛世　-　Kaiyuan shengshi - Kaiyuan Golden Age

The Tang Dynasty experienced a golden age at the Kaiyuan Period (713-742) of Emperor Xuanzong.

The scroll is new, nothing to do with Shizeng Chen Henke.
