Subject:Chinese porcelain plaque translation help

Hi
Would love get some translation help on Chinese porcelain plaque. Was told that it belonged to someone who lived in Shanghai many years ago. Any info about the plaque would be much appreciated,

Sorry I am unable to decipher the calligraphy.
Your pictures are a little bit blurry and dim lighted. However, I submit that your plaque dates from the PROC 1949-. I base this on the overall look, quality of work, paste and pigment colours therein.

Fujian Observation Officer Qi Yan
presents millet stems
Year of Water-Rooster (1933) Summer Month
Painted with the intention for Berlin

伎　-　Ji (Skill)

* Dazhong Xiangfu, is the only 4 character reign name in China, used by Emperor Zhenzhong of Song
between 1008-1016. According to historical records the said officer distributed the millet stems to defeat the famine.

Thank you Mark@imperial and I.Nagy! The saying does explain what is going on in the picture. This was very helpful. I assume made with the intention for Berlin meant it was for the export market. Are there resources that you would recommend to learn more. Got a number of pieces that we have collected over many years and trying to learn more.
