Subject:Identification of Print/Watercolor(?)

Good day and Happy Holidays to all. Would appreciate some help in identifying this image and artist. The person who gave me this told me they thought it was a watercolor, but they were not certain.Can't find any other of this image using a google image search, so would appreciate help in identifying artist and (if possible) the scene. My thanks in advance.
