I have this Chinese fan at home and I wondered if anyone could tell me who the maker is. And maybe what is being told.

Inscription in my rough translation,
衝寒幾度覔香魂路
島疎之小院門積雪忍
教輕羽去恐入量取韈羅痕
先生雅正
Braving the cold, seeking for the spirit of cold fragrance, how many times have I visited the small courtyard gate on the sparse island.
Fearing that my footprints on the piled up feather light snow will remain, I took off my sandals.
Master ! Would you kindly point out my inadequancies.
丙子新秋 - Year of Fire-Rat (..1936,1996) Beginning of Autumn
潤廣冩於津門其寄軒 - Painted by Runguang in Jinmen as visitor
Seal,
沈 - Shen (Surname of artist)

I couldn't identify the above artist.

Nice little fan, sorry I can't be of much help. the artist's surname is Shen 沈 from the seal, but I am unsure of the given/art name at the top of the last column, and nothing shows up for the studio name in Tianjin mentioned at the end of the column. date is 丙子, probably 1876. Inputting a string of characters from the inscription doesn't yield any well-known poem, so presumably the inscription is original. I can't read enough of it to determine the subject of the image though. Someone with a better knowledge of Chinese folktale will likely identify her. I don't know of any story of a woman sweeping snow.
