Sharing this japanese kakemono with Japanese Calligraphy. It seems like a poem based on the format.

May I get your assistance in determining the artist and the content of the text?

年々歳々花相似 - Nen-nen sai-sai hana wa ainitari
歳々年々人不同 - Sai-sai nen-nen hito onajikarazaru
(Sino-Japanese reading)
Flowers bloom without changing from year to year
But the situation of people changes from year to year

This is a citation from *Liu Xiyi's poem "On behalf of a white headed man in old age"
* Early Tang Dynasty poet

The second part of the inscription is a poem from the Kokin Wakashu (Collection of Japanese Poems of Ancient and Modern Times)

I transcribed the historical kana orthography into modern usage

世中は夢か      - Yo no naka wa yume ka
うつつか うつつとも - utsutsu ka, utsutsu tomo
ゆめともしらず - yume tomo shirazu
ありてなけれ - arite nakere-
ば - ba

Is this world really a dream or reality
Because this world exist and does not exist

Signature of calligrapher,
頬毛翁子龍書 - Hōke-hō Shiryu-sho (Witten by
Shiryu " Small Dragon" the Old Man with Sideburns) - Pseudonym
Upper seal,
萬拙齋 Mansetsu-sai (Clumsy Study) - Another pseudonym
Lower seal,
島子龍印 - Seal of Shima Shiryu - Full name of calligrapher

I couldn't find calligrapher with this name.

子龍書 詩 わか
Calligraphy by Shiryu (or Shiryō)- Poem - Japanese Poem

Script with ball-pointed pen,
佳軸 - Beautiful scroll

Inscription on tag,
茶軸 (書) - Tea (ceremony related) scroll (Calligraphy)
