After more serious research I have found a Japanese
brush and ink artist from the end of Meiji era (1902 and 1906 entries) in the data-base of Tokyo National Research Institute for Cultural Properties.
Name; Hasegawa Kadō 長谷川可堂 (Without biographical data)
Therefore, the Sino-Japanese reading of originally Chinese four words phrase inscription;
乍雨乍晴 - Sa u sa sei - (same meaning)-
Japanese reading of signaturwe,
可堂 - Kadō
Japanese reading of seal,
黄子 - Kiko (This suggests that there might have been a lady behind the "Kado" art-name)
Her name cannot be found anywhere else.
