The mark is upside down and reads: Kutani 九谷 Tozan 陶山, which means it's from the Kutani region, made by Tozan, although these 2 characters 陶山 can also mean: Toyama, Suyama, Sueyama or Touzan.
Date: somewhere between 1950-1980.

Actually, the mark reads (when flipped 180-degrees), "Kutani Touzan - 九谷陶山", according to the Lita Xuling Kelley BlogSpot.

The mark is upside down.

However, it reads 九谷陶山。

KuTani is Japanese.
