The name of the artist isn't included on the embroidery. The China Arts and Crafts Association (CAAC), a national organization, organizes artists and craftsmen at the local level. I believe the red seal on your embroidery is meant to represent the local embroidery crafts association instead of an individual member. Wenzhou is an historical center for fine embroidery.

This is a contemporary product, late 20th or 21st century.

Dear Victor,
Your embroidery is a mass produced souvenir item.
There is no reference on the embroidered picture to the identity of the artist who might have painted the original.With this title dozens of painters painted multiple dozens of pictures of tigers,
In the Ōuxiu mark, the Ōu simply refers to the old name of Wenzhou and the xiu is embroidery.
