What I take to be the painting's three-character title appears to read 'Gao Qiu Hua' (高秋圖), which I believe translates as 'Painting of Autumn up High'.
Since Gao is a surname, I doublechecked the possibilities. However, unless I blinked, Google didn't turn up any famous painters with a name Gao Qiu with the same characters, although there was one named Gao Qiu in the Song Dynasty with a different 'Qiu' character.
The second, longer line of the inscription reads 'Painted by Liu Qin in the late summer of the Yihai year' (Yi hai xia mo liu qin hua - 乙亥夏末劉琴畫). I believe Liu Qin to be a contemporary Mainland Chinese woman who paints in in a similar style to what is shown in this circular painting. If I'm correct, then the yihai year in which this painting was done was 1995. The red seal also appears to read from right to left as 'Liu Qin'.

刘琴,女,1966年生于湖北武汉,1990年毕业于湖北工业大学美术系、工业造型专业。91年就职于武汉管道煤气公司宣传科美术组。94年就职于深圳天地美术公司设计部,96年就职于汉企利澳实业有限公司设计部,任产品设计师。99年在美企伟望贸易有限公司设计部任主管高级设计师。
刘琴自幼喜爱绘画美术,82年起,先后在硚口区文化馆、徐家棚中学美术班中国书画院学习绘画艺术,尤其喜爱中国画。99年后,在湖北多位著名画家的指导下,系统研究,学习传统中国山水画,逐渐形成清丽、工整、细腻的小写意山水风格,尤擅扇面画创作。
Liu Qin, female, was born in 1966 in Wuhan, Hubei Province, and graduated from Hubei University of Technology in 1990 with a major in fine arts and industrial modeling. In 1991, she went to work in the propaganda section of Wuhan Pipeline Gas Company; 1994 in Shenzhen Tiandi Art Company Design Department; 1996 in the Design Department of Han Qili Industrial Co., Ltd., Macao, as a product designer; and 1999 in the American(?) Weiwang Trading Co., Ltd. as a senior member of the design department.
Liu Qin has loved painting art since childhood, and since 1982, she has studied painting art in the Chinese Academy of Painting in the Cultural Museum of Lukou District and Xujiashan Middle School, especially Chinese painting. Later, after 1999, under the guidance of many famous painters in Hubei, and systematic research while learning traditional Chinese landscape painting, she gradually formed a clear, comprehensive, meticulous freehand landscape style, especially suited to the creation of fan paintings.
