東方有幸筆　於津沽　-　Painted by Dongfang Youxing
(Orient has the fortune - Pseudonym) - at Jingu
(another name for Tianjin)
Read relief seal,
東方 - Donfang
Red intaglio seal,
有幸 - Youxing

The above pseudonym belongs to the contemporary
Tiajinese painter Zheng Bensan 鄭本三

(Female)
Intaglio seal,
郭　- Guo - Family name
Relief seal,
宝昆書画　‐　Calligraphy and picture of Baokun

Guo Baokun -　Contemporary artist　- I can't
find her name neither in ID dictionaries nor on the net.
