Subject:Possible ink wash on fabric (silk?) of Mt. Fuji with 2 stamps

Hi, I would like some help identifying the artist of this painting. I think it is of Mt Fuji. It is very simple but I really like the bold diagonal of the mountain and that it is not centered on the mountain---The sky is just as important.

My guess is that it was created/framed in about the 1950's due to age of the previous paper backing and the general style and materials of the frame. It has a glass front, fabric looks to be yellowed from age and the cardboard backing is contributing (acid).

There is some info written in pencil on the back wood that says something like "not li #608 Bush (Brush?)". The fabric measures 21.5"×19" (backside).

I included pictures of the above. What type of care should I give to fabric artwork? I will remove the cardboard since I know it is no good for any artwork. Any info you can offer is greatly appreciated!

Unfortunately the seal is not enough clear to read.
Koyanagi Sōsei 小柳創生 1906-1983
Nanga painter born in Nagasaki.After graduating the Kyoto Prefectural College of Painting he studied under Tsuchida Bakusen and Hashimoto Kansetsu. He was the director of Japan Nanga Society and member of International Inkpainters Association. In 1970 from Tokyo he moved to a small island In Omura Bay (near to Nagasaki) and lived there until his death in 1983.
The painting is an inkwash on silk.
