成卿  - by Seikyō

成 - Sei
卿 - Kyō

Seikyō 成卿 was the courtesy name of Morimoto Kōchō
森本後凋 1847-1905
Born in Inaba (Tottori) as the 3rd son of the retainer of Inaba Domain. Served as the 4th Governor of Kyōto prefecture. After his resignation from that post he started to study Buddhist and Literati painting. In 1902 became the director of the Kyōto Imperial House Museum.

Correction,
桃花坊社 - at the Tōkabō-sha
is the correct reading
Otherwise, Tōkabō is the Tang-style nickname of Ukyō Ichijō 右京一条、a grid-like urban area that has been enacted in Fujiwara time Kyōto.
Sha could have been a name of an organization such as union or group or abbreviation for a company or a newspaper.
