The mark reads: Eiwa 英和 Ratsu 剌 in Japanese (provided it is Japanese). Eiwa is a female first name according the Japanese Kanji Name Dictionary.
But 英 (ei) can also mean: England or English and 和 (wa) can mean: harmony; Japan: Japanese style; peace; soften.
And 剌 (ratsu): opposed or biased.
So the exact meaning is unknown to me.
Also, it looks like it reads WA or AW above the 3 Kanji characters,
As for date: 1960's-1970's in my opinion.

But perhaps others have bettter ideas.

Regards,
Martin.

Jacob,
I was thinking about this mark for the last few days and perhaps it is a Japanese word puzzle joke or cryptogram.
Ei - Wa sounds like A - W and are opposite to each other in English (Ratsu = opposed / opposite). It's just a theory of mine, but I hope one of the language experts of this forum will give a reacton about his/hers thoughts.
Martin.
