Subject:Green possibly jade tool?

Does anyone know what this tool was used for and if is possibly jade? It seems like a blade or tool of some sort connected to a ring. From what I can tell it is carved but any info on age, origin or if possibly jade would be appreciated.

That item was definitely made to catch greenhorns.
It supposedly a cutter, or knife, made from Serpentine.

Excuse my confusion but what does it mean "this item was meant to catch greenhorns"? Is it old or a newer tool. I tried to search greenhorns and only found them to be the labor on craboats or a worm mantis insects eat. Hope that makes sense and thank you.

Here in Canada we call it a for person who does not have enough experience, or a beginner. Nobody is a born expert
it is not a derogatory remark

Thank you for the explanation I am as new as it gets and a beginner who is intrigued by the Chinese culture and history... I paid a few dollars for it at a local estate/auction and my RL work does not afford me the opportunity to read and research as much as I would like to so all the help here is appreciated.
