It is the famous saying of Zheng Banqiao (鄭板橋）a.k.a. Zheng Xie (鄭燮）1693-1765　painter and writer of the Qing Dynasty.
Date,
辛未秋九月十　　-　Year of Metal-Sheep (...1991) September 10th.
Signature,
板橋　-　Banqiao (Ref. to the author)
Hand painted seals,
鄭燮之印　-　Seal of Zheng Xie (Ref. to the author)
七品官印　-　Seven Product Official Seal
