Whatever the stone is, someone used a corrosive to make it look like an old burial piece, which it is not

Hi your item is a belt buckle made in an archaic style.
It is not old. It has been treated with cement in order to make it look old.
The carving has been done hastily.
As to material I am unable to determine from said pictures.
