Can anyone ID the artist of this 39" paper on silk scroll with script? Thank you! David.

A wedding gift featuring the 'double happiness' character and referenced to the dragon and phoenix (symbols of enduring marriage).

The artist's name appears to be He MingYue 何明月 though I am less certain of the family name He as the picture is so small and indistinct.
