This jar serving as lamp-base may be a late 20th century product of a porcelain transfer decorating factory in Hong Kong or Macao, if not in Mainland China or elsewhere in Asia. The lower edge seems to show the kind of uneven firing that is typical of such wares. Also, the imbedded picture below shows a 19th century 'Kat Mau' style jar that I collected in Burma during the early 1980s. Based of it and others I've seen in this pattern, called the 'Sweetpea Scroll', I believe it represents an earlier form of decoration on jars in this motif, with the 'double-happiness' character being a late-19th or early 20th century addition.
Further, the 'Lei' (thunder & lightning) fret used as the diaper on the original jars is seen to be well formed, while what is on your lamp base is rather slapdash. If you access the below link in your browser, it will take you to a picture from a Hong Kong porcelain decorating shop, showing freshly made jars on the shelf, with at least a couple in the background that look like they have the same roughly drawn diapers around their upper rims.
