It is a woodblock print by Ogata Gekko (尾形月耕, 1859 – 1920) from the series 'Genji gojūshi-jō' (源氏五十四帖 - The 54 chapters of the Tale of the Genji) published by Yokoyama Ryôhachi between 1892-95. Your print depicts chapter 3.
