Presumably, Mochizuki Gyokusen 望月玉泉　1834-1913
Shijō school (Kyoto) painter.

It could perhaps read "Gyokusen" (玉泉), as in Mochizuki Gyokusen (Japanese, 1834–1913).

The Japanese-language Wikipedia entry for this artist contains links to several of his works, including a couple of scroll paintings in the collection of the MFA in Boston.
