The inscription says 大清咸豐, that means that it was made during "[Emperor] Xianfeng of the Qing dynasty" rule (1850-1861).

Marked palace wares of the Xianfeng era, of which reign this five-claw dragon bowl purports to be, would usually be in underglaze blue standard script, with rare exception. However, this mark has enough variations in calligraphy from official marks seen in my references to rule out the likelihood of it being either official ware or of the period. Problems are particularly indicated in the "Xian" (咸) character, where the "Ge" (戈) element stands much higher above the remaining strokes than anything I infer as normal from the book examples. Considering how rare standard character period marks of Xianfeng are to begin with, I'd speculate this bowl to be one of the more recent 21st century pieces that have appeared on the market, some of which are mentioned in Tony Allen's latest book, "Allen's Antique Chinese Porcelain -- The Detection of Fakes".

Wow amazing, these fakery is getting bad, to say the least in any field now a days, for these crooks where ever they find to make quick money, they are there in a flash. Amazing.
