The lower side of the signature is blurred, but certainly it continues as 豊國画　Toyokuni-ga - Picture of Toyokuni.
The 極　seal underneath is the censor`s seal.

Your tattered print is by Utagawa Toyokuni I and is titled "Procession of Women" and was printed circa 1800. The Honolulu Museum of Art has at the link below:
