Hi, I have this painting with something written in Chinese. First, I want to know what it says in the painting. And also, I am curious about the age of this painting and the person who painted this.

Translation of inscriptions in my rough translation,
帰順重来入覲班
白鷹為獻擎縧環
素翹圖瑞百禽表
竦翩凌虚萬里間
班史休誇一雉賦
周王或異四狼還
懐柔西北猷粗具
戢靖金川計正覲
御製土爾扈特
貝子錫喇扣肯
恭進白鷹命畫院繒圖因題
是什　　
乾隆癸巳仲秋月上澣　臣　于敏中奉
敕敬書
On Return of Left Ones (Turguts) to the Allegiance
