This figurine purportedly is an image of the Qing Yongzheng Emperor (1723-35),whose reign title appears on the base, reading right-to-left in seal script in the smaller seal at the top of the first picture above. The larger of the two seals in the same picture, when flipped 90-degrees right, reads down and across from the top right in standard script as "Fujian Huiguan", the "Fujian Association" or "Fujian Guild". This was a group of distinguished porcelain figurine modelers and painters who worked at Jingdezhen during the early 20th century and produced various highly-praised examples of their art. Your late 20th century "Yongzheng" is much less sophisticated than original works by members of this group. See the link for another of the emperors in the same series as yours.
