One side seems to read similar to 謝禮鈞贈, which is about appreciation for a gift. the other side is signed with the seal carver's studio name or art name Mozhai 默齋 and dated autumn 癸酉 (1933/1873?). Anything on the base?

...or 1993. The characters on the base are carved in a rather contemporary "font" and are a transliteration into Chinese of a foreign name. In other words, this seal was carved for a non-Chinese, most likely as a tourist item. The characters are 塔爾鮑金娜, which in Chinese sounds like "ta-er, bao-jin-na". That would be gibberish to Chinese people but is probably meant an attempt to turn into Chinese a name along the lines of "Taylor, Virginia" (surnames come first in Chinese)--as mikeoz suggested
