Any info on this piece would be much appreciated. What type of stone is it. What does the dragon symbolize? Is that a Phoenix on the other side? Thanks

Could be Dushan Yu, which is Sassurite. Just a guess looking at the picture it's hard to know for sure. That stone is found in a wide variety of colors the best can look like Gem quality jadeite and be almost transparent. Really good quality carvings integrate the natural color variations into the work.

This is soapstone, a very soft and easy to carve stone.

This carving is a hard stone for sure. I don't think it is soapstone. But thanks for your comment. Is there a scratch test I can do or something to see if it is soapstone.

scratch test: With a strong needle, make a 2-3 mm scratch, using enough pressure to make that tiny scratch, If it is very easy to scratch, then it is a soft stone... Otherwise, just tell us if that
line is white or black.
