Subject:Meiji bronze censer inscription & info

The inscription on this monumental censer is 天下一 藤原重?? Ten Ka Ichi Fujiwara Shige??
I can find similar inscriptions on mirrors, but not on large works like this. Can anyone read the last character or shed any light on the artist?
One photo shows the inscription and the other just the lower part of the fully assembled work

Not sure, but I would think that if it is not the two characters 全我 it might be a Japanese variant of 義.

The last two characters are:
全我 -Zenga - the meaning is "in service of all"
( a polite expression)

I suggest the missing character might be 義. The artist creating the casting had already made a minor error in the writing of the character 重, and could just as easily made another minor error in the last character.

Amendments,
The correct reading of the controversial character,
義 - 重義 - Shigeyoshi
Interesting play with characters by pulling apart them and on that way giving hidden meanings to them. (In this case 儀  全我 opp. 自我)
