Hi,
I believe that this mark reads '大日本中村性', which translates to 'Made in Nakamura, Great Japan'.
The 'mura' character looks a little odd, so I may be incorrect, though.
Given my interpretation of the mark is correct, this plate will have been produced by the Nakamura Kilns in Kyoto, likely some time in the Meiji period (late 1800s - early 1900s). There was a similar one sold at the link I have provided.
The bowl is a lovely example of Kutani-ware.
