Subject:Could some one translate the signature and mark

The painting is on a plate which is in excellent condition and I can't tell if it is new or antique.The painting seems to me all handpainted.

Pretty but I think very new. The printing just looks very shabby and not great. Best wishes D

Hi David,
Thanks for the response. Yes the plates look very new but I thought may be it is because they have never been used. Any idea what the signature says? The stamp is smudged and I couldn't even compare it with the typical period marks.
