Artist name is not indicated,almost impossible to identify,

It might be Hiroshige III. I thought I identified it as the center panel of a triptych from his "Famous Places in Tokyo" series of triptychs. Here is an example of one from the series (a different bridge; Yanagi) at the Fine Art Museums of San Francisco:

However, the cartouches don't match. I took a shot.

If you want to see what the Yorozuyo bridge looks like, Kunitoshi did a triptych of it. Here it is at the Boston MFA:
