This one had me a little stumped. I thought it had all the stylistic earmarks of Hokusai, but I couldn't match the signature. Hokusai had a couple of dozen signatures he used on prints.
Finally, I went to the Boston MFA and started paging through the 1812 prints and other art objects they have of Hokusai. I found it (sort of). See the link:

You will note that the red cartouche in the upper right is different. Plus, there is another cartouche in the upper right of the MFA print. The MFA has at least 3 of these prints and they all have the same cartouche configuration.
I don't know what this all means. However, I did see a print from this same series hammer for $5000 at auction in Oct 2005. I was outbid. So, this one might be worth getting looked at by someone more expert than I am. It does have some obvious condition problems which detract from its value.
Perhaps, I Nagy will favor us with a translation of the red cartouche on your print. I'd be interested to know what it says.
Cheers,
Stan
