Hello! Can someone help me identify the mark on the bottom of this cloisonné vase? Thank you in advance!

The technique applied here is not cloisonné but enamel champlevé. The vase is Japanese from the middle Meiji period (1880s-90s). I read the mark partially as 吉?謹製 (Kichi + character not read kinsei). 'Kinsei' (謹製) can be translated as 'made with respect'.

I believe the first two characters of that mark probably are 百整, with Chinese of bai/"100" and zheng/"exactly". Not sure how this would come out in Japanese.

Yes indeed Bill, the hallmark reads 百整謹製 'Hyakusei kinsei' (Respectfully made, Hyakusei). I presume rather early Meiji period, 1870-80 in the Chinese archaic style.
IMO, 謹製 'kinsei' or 'respectfully made' can be read as 'quality object'.
