Seal on the left -Date Seal-,
癸卯  Year of Water-Rabbit (...1843,1903,1963)
In this case probably 1903.
Signature reads,
鴨石金陵 Kamoishi Kinryō 
Seal (Beneath) reads,
博  Hiro or Haku (Nick name of painter)
I could not find the artist`s name neither on the net nor in the 8 vols. Japanese
Calligraphers-Painters Identification Dictionary.

Thanks for your help on this!
This picture once hung in the office of the US ambassador to Japan. I believe that the 1963 date is probably the correct one judging by excellent condition of the paper. This was probably a gift. It's disappointing that there's no info on the artist, but I like it just the same.

From the beginning I felt uncomfortable with the 鴨 "Kamo" Japanese reading of the first character in the signature. After a few days of puzzling I have found the answer.it is a little sloppy mixture of seal-script and calligraphy 抱 Bao
So the signature reads Chinese and not Japanese,
The correct reading of the signature,
抱石金陵 冩 Baoshi Jinling xie (Xie=Painted by)
The painter is Fu Baoshi (傅抱石)1904-1998
In the continuation, the Jinling (金陵)is the name of art movement (school) he belonged to after 1948
with Qi Baishi, Huang Binhong etc.
In the 2oth Century Chinese Painters Name Dictionary
-Chinese lang.) I have found his signature (1st character more legible) with this 博 Bo" -Rich,
Abundant" seal print (Probably Art-name)
The date seal was listed,too.

Thank you once again! Yes, it's clear now that Fu Baoshi is the artist. I assumed that this was Japanese due to the gentleman that owned it having Japanese connections. It's also most likely, based on the fame of the artist and the subject matter, that this is a high quality print, using the same paper as the original and printed with a water-based process. I have a very hard time distinguishing these type prints from original watercolor paintings. Thanks again!
