Is it a water dropper? One can't tell with only a picture of the base. It may be Korean. But we need more pictures to be able to comment.

The bottom marking is Korean.

This is the art-name and kiln name of 朴仁源
Park Jin-hyeon a contemporary Korean ceramic artist.
