David and Bill,
This is a lady teaching a child the game of Chinese chess. You can see the board between them. The board is divided by a river, which limits the moves of some pieces. The character 棋 is specific to chess, while 碁 (with the stone radical) is specific to Go, which is played with stones rather than wooden pieces.
At first I thought this might be one of the products of a group of artists in ShiWan (FoShan city, Guangdong province, China) who produce charming figures about this size, but I noticed that much of this figure is slip mounded rather than in the constructed the way the ShiWan figures are made.
