In my reading the inscription sounds,
花菖蒲 Hanashobu,
住居そめぞめ Sumai somezome
風呂ほのる Furo honoru
魚柳 Gyoryu
In my rough English translation,
Isis,I enjoy deeply the bath in my house,
Tea-tree bush
(On the day of Boys' Festival the Japanese put
leaves and roots of isis in their baths)
This is a kind of Japanese poetry (Senryu)
Signature,
廣重筆 Hiroshige hitsu:Painted by Hiroshige
The signature is the same what you can find on
Ando Hiroshige's prints.
Seal, (I have two readings)
1st,
弐粒 Niryu (Two grains) while Hiroshige used to use the 一立斎 Ichiryusai or 一粒斎(Same pronunciation) art name.
2nd,
弐立斎 Niryusai
(Anyhow, most of the times reading of seals needs afrtistic imagination, too.)
The original Ichiryu seals of Hiroshige all are
different, what I found on net.
With regards,

You appear to have a cut down copy of a Hiroshige print. See link below.

Cheers,
Stan

This is a modern reproduction after a print by Utagawa Hiroshige (1797-1858) depicting a sparrow and iris.

See full description of this print in the collection MFA Boston.

Guy.
