The mark reads from the top right down and across as "Made for the Hall where Benevolence Resides" (Ju Ren Tang Zhi). According to "The New & Revised Handbook of Marks on Chinese Ceramics" by Gerald Davison (2013), the Jurentang is a palace in the Zhongnanhai complex, near the Forbidden City in Beijing, where President Yuan Shikai ruled as the Hongxian Emperor for eighty days in 1915-16.
Some remarkable hand-painted porcelains were produced for the Jurentang and for Yuan Shikai, with the Hongxian period reign-mark. Unfortunately, your vase doesn't qualify for that category and period. It is a transfer-ornamented decorative piece made around the third quarter of the 20th century or later.
