I think you'll find this is not cloisonné but champleve. In cloisonné, the areas to be filled with enamel are contained by thin wires which are soldered onto the body of the vessel ; champleve is created by an overall casting with depressed areas in which the enamels are contained.

IMO, this is Japanese champlevé, early Meiji period (1870s-80s).
